W Hen thefe Laws_¿fche new Efiabliíhmént carne ?Ver ; le was farther orde.:: . red, that the Court held at Panama íhould be ddfolved, and another new one ereéted in the confines of Guatimala and NicarAgHa, to which Court the whole Terra Firma, or Continent, was to be fubjeéted. · lt was farther ordained , That another Court ofOhancery íhould be ereeted in Peru, confüHng of four Judges and a Prefident, to whom the title íhould be gi• ven of Vice-king and Captain General : And that a certain perfon íhould be fenc unto New Spain with a power of Vifüation, to overfee che Government of ~he Vice-king, and the Proceedi¡1gs in the Court of Mexico and of the feveral Bi- íhopricks , and to take an account from the Officers of the Royal Revenue, and ofall the Jufüces of that Kingdom. All which Regulations were iífued forth with the aforememioned Ordinances 1 which, as formerly declared, were fourty in number. And whereas there refided in the Court of Spain many Indians from all pares ; divers Copies Gf thefe new Rules were tranílated, ·rent-over and difperfed, which all and every particular per- fon, inhabitants of chofe two Ernpires, took out for bis information, beiag of ge• neral concernment : bue fo difpleafing were nhefe new regulations to che generali- ty of chofe People, thac in high difconrent .they caballed togecher, and held pu- blick meetings to contrive a remedy. · Some few,days after the publication of thefe Orders, his Imperial Majefiy no- mi1¡1ated Don Francifco Tellbde SandovaJ, a Nacive of Seville, who had been Inquifi. tor of Toledo, to be bis Vifitor, for which Office he judged him rhe mofi proper perfon he could chufe, in conGderarion that he had formerly been a member of .che Royal Council of che Indies, and a perfon of grear probity and prudence, and for that reafon , was well worthy of che ernploirnenr, to fee that the new Laws íhould be pm in execucion as well in New Spain as in other pares of che Empire, and to that purpofe, that he íhould vifit ali places, to fee them aétually perfor- med and put into praétice. 1 At the fame time Btafco Nunne~ T/ela, who Was Surveyor General of che Forrs of Cafti!e was named Preftdent and Vice-king of the Kingdorns and Provine~ of Peru , concerning which matter Carate, in the feéond Chapter of his fifth Book , .hach thefe words following , " The great experience bis Majeíl:y had " of chis Gentleman, whom he had tryed and approved in ocher Govermnents " of Councries and Cities, narnely, in Malaga and Cuenca; and having found " chat he was a Gentleman of great probicy and reétitude, executing imparciál " jufüce unt,oal! men without refpeét to perfons, and that he was ever zealous for " che Royal lntereíl:, and thac with great courage he performed the King's Corn- " mands, and without failure in any thing; his Majeíl:y therefore judged him wot- ,, thy of chis honourable emploiment.
