The Gene- ral Pardon exempts us from al! furure Reckonings for whar is pafl, and füll we conferve che Government in our own hands ; lince rhat al! rhe Laws and Rules which are ro be made, are ro proceed and to be enaéted from and by rhe rerpec- tive Corporations of Cities of which we are principal members. Cepeda was abfolurely of anocher opinion, and oppofed ali that Carvajal had de- clared; faying, thar rhefe fair promifes were words wichout [ecuricy; which powerfull men could eafily avoid , as rhey faw occafion. That if the Prefident were once admitted in, he would fo draw che hearcs of all people ro him , as ro arder and difpofe every thing according to bis own will and pleafore: rhac che perfon who was fent wirh rhefe Lecrers, was not one of chat plain and fimple forc as was pretended ; but :i man of great fubtlery and underíl:anding, and fuli of In- trigues and Policies ro delude and affeét che minds of che People : and in füm his concluíion was, chat they ought not co receive che Preíidenc amongíl: rhem; for thar his admittance would prove rhe ruine and defüuétion of chem ali.
